Renewal of Malaysia Passport In Singapore

First time to have my passport renewed at The High Commission of Malaysia, Singapore (301 Jervois Road, Singapore 249077). Sharing my experience here and hope I can help who are going to renewing their passport soon… Please feel free to make correction at the comments box below if there is any new rules to be updated and also in case I have miss out any important information…

I went down to the place 3 times within a week in order to get the things settled… 

22 March 2010 (Monday) - arrived Malaysia High Commission at around 715am, there was already more than 100 people awaiting in the queue. About 45 minutes later we was told by the guard that system is in the process of upgrading, only 100 queue number will be issued. Unfortunately, some of us (I would said around 100 of us) don’t even have a chance to enter the main gate due to insufficient queue number ~ MISSION FAILED for my first try…

NOTE: New rules for passport renewal in High Commission of Malaysia
With effect from 15 March 2010
Submission of application:
Monday – Thursday 0800am – 12pm & 0200pm to 0400pm.
Collection of passport:
Friday only (time as indicated on collection slip)

220 queue number will be issued per day
160 submission in morning 8am-12am
60 submission in afternoon 230pm-430pm

25 March 2010 (Thursday) - with my first experience, I decided to wake up slight early and reached the place at around 640am. Not too bad,  there were only less than 50 people waiting to get their number. I told myself: “this time should be no problem for me to at least enter into the main gate”. As time passed by about an hour later, the queue was getting longer until I couldn’t see the end point. The same ‘Pakcik’ (the guard) come and tell us the same thing: “Today only 100 queue number will be issued, please don’t waste your time if you are not in the first 100″, this time the reason was because another 60 queue number already issued a day before, oh gosh! Obviously I am within the 100 even though, but still my heart starts jumping fast… I don’t want another try!! Shouting from my jumping heart… Finally my turns, happily ex-changed my entry pass (with my driving licence), look at those who have no chance to have their pass changed, seriously I know how they felt!

Wasting no time, I  headed for my next boring queuing project — photo taking… 4 pcs of blue back ground photos cost me SGD7 (which different from the info I got online), the automatic photo machine accepting notes SGD10, 5, 2 and also coins if I am not wrong, do prepare some small notes in advance. I spent about 20 minutes to have my photo taken and it was not the end… Another queue were waiting for me, the most important queue – to obtain my passport submission queue number, you have to get your form filled and make sure you have all necessary documents ready before you are “Qualified” for a queue number! By the time I got my number already around 930am.

Phew! finally I can sit down and wait for my number to be called, after submitted my passport/necessary documents and paid, I left High Commission of Malaysia at around 1015am. The receipt clearly written the collection times and date (which is the next day, 26 March 2010 Friday, 230-430pm).

26 March 2010 (Friday) – Reported to the guardhouse to have my pass ex-changed at around 225pm and I left the place at around 300pm. I spent about 35 minutes to get my passport… I would said it’s fast and efficient! The only trouble was I got to go down all the way from my house and my another half-day leave has gone!! :(

Passport renewal preparation and “Queue” flow

Step 1: Forms Filling
Advise you to print out IM-42 form and filled up in advance (A4 paper print on both side), this is to avoid last minute rushing and may cause unnecessary error, however, for whatever reason if you can’t do so, the form still can be purchase at the guardhouse at 50 cents per copy.

Step 2: Documents
** Please ensure all documents front and back photocopies on the same page A4 size paper **
Adult
- Original & photocopy of Malaysia Identity Card (‘My Kad’).
- Original & photocopy of Singapore PR IC/Employment Pass/Dependent Pass/S Pass/Work permit/Student Pass/Long Term Pass.
- Expiring/Current Passports
** NOTE: Applicants need to submit the application and collect the passport personally.

Children
- Original & photocopy of Birth Certificate
- Original & photocopy of parents Identity Card
- Expiring/Current Passports
** NOTE: Applicants need to be present for submission of application, collection can be done by parents for baby age 6 months and below. Please confirm with the officer during submission of your application.

Step 3: Entry to the High Comm (First Queue)
Join the queue to the guardhouse to exchange for a security pass. Use any ID other than your Malaysia IC or Singapore PR IC as you need it later. Queue will be started at around 7AM in the morning. The guard issuing passes around 730AM to 8AM. IM-42 can be purchased here at 50 cents per copy.

Step 4: Take Photographs (Second Queue)
Blue background and total two photos are required for passport application. Recommended to have your photo taken at High Comm to ensure 100% usable. Cost $S7 for 4 photos (taken by instant photo machine).
** Note: do prepare  some small notes, the machine accepted notes $10, 5, 2 and also coins.

 Step 5: Obtaining Submission Number (Third Queue)
Before joining the queue, please make sure you have your form filled and all necessary documents ready (Original & photocopy). Proceed to queue up at counter 11, your documents will be checked by an officer before they issuing you with a queue number.

Step 6: Submit Application (Forth Queue)
Sit down and relax, your number will be called (display on the LED panel). Your documents will be checked once again and thumb print will be taken. After all verification done you will be asking to pay at another counter.  

Step 7: Payment (Fifth Queue)
Only Singapore Dollars are accepted, SGD$124 for 32 pages passport (some says it depends on currency exchange rate). After the payment you will be issued a receipt with your collection time and date.

Step 8: Return Security Pass
Don’t forget to return/exchange back your pass at the guardhouse before leaving High Comm.

Passport Collection
Recommended to go slightly earlier than the appointed time. Exchange your security pass at the guardhouse and remember to bring along your receipt.

 Transfer of Returning Permit (for PR)
Process can be done online, go to http://www.ica.gov.sg, under Permanent Resident section look for ”Renewal of Re-entry Permit” and then look for ”Electronic Re-Entry Permit System (e-REP)”, sign in with you Singpass and follow the step.

    Parking is another issue, recommended you to park your vehicle at the open carpark near River valley road (opposite petrol kiosk). Some cars kena summon on that day because they parked along the road side (opposite High Comm)…

    as for the “Transfer of Returning Permit (for PR)”, remember to print a copy of the status changed and attach into ur new passport, I was asked to show the immigration last week when i try to cross-over the causway… the officer even ask for my old passport as well… but it really depends on the officer, the last 2 week i got no prob when crossing the boundry…

    notice in the receipt it written that you have to collect your passport within a certain period, 3 months if i am remember correctly… that means collection possible can be done on the different times other than the appointment given…

    i do have prepared a photocopy of my current passport (expired one) in case they need it during submission, but in the end it was not required…

    I filled IM42 form (alamat semasa) with my Singapore address :)

    I fill in my birth cert number with a photocopy also, but the officer never even ask about it… birth cert is more for ppl who are below 18 (parents verification, i think)… assuming you are submitting for your own (for adult) if you can fill in your birth cert number will be better and it should be enough (not really need the original copy)

    Hi, it was stated there that Friday is only for collection only which is not true. I just went to renew my passport this morning and going to collect it later at 2.30pm. Today’s date is 12 Nov 2010 Friday. :)

    Is was faster than i thought. I reached there around 7.40am, go to the guard house to get the entry pass and queue up for photo shoot. By the time i got my photos was 8am then proceed to queue at counter 11. I got my queue number and start waiting from 8.30am, the waiting number stated there was 1032 and my number is 1051. I wait for about 35 mins which is 9.05am to hand all the papers and payment to the staff there. After all the thumb print and i was issue a ticket to come back to collect my passpart at 2.30pm. I left the place at 9.15am. :)

    Had similar experience with Kerk. If you submit your application in the morning, you’ll get your new passport on the same day after 2.30pm. If you submit in the afternoon, it’ll be ready the next day. One thing regarding taking photos – don’t follow the queue, just make sure you go near the kiosk and get the queue number. The officer will call your number when it’s your turn.

    As for collection, it goes by your pass number (not the 1xxx ticket number you received in the morning), and the largest number is 135, they will recycle to 001 after 135.

    Went yesterday to renew my passport.
    Please note they want the Singapore address in your form, not your M’sian address and also your contact number. This can be written at the bottom of page 1 of the form.
    Please also add your passport number in Section E part 13b)

    Collection time was stated as 3.30PM same day, and went around 2.50PM to get the pass from the guard at the gate.
    Proceeded to passport collection section itself, short queue abt 10 pax in front of me. Collected new passport by 3.30 or so.

    just renewed. really very fast and efficient. maybe now is off peak period.
    it’s best to have all necessary forms/photos/documents ready and pasted/clipped nicely b4 going there.
    reached guard house at 8.45am, waited around 20 numbers and completed the submission at around 9.25am.
    during collection same day afternoon, reached at 1.45pm, start calling entry pass number at 2.10pm, finish my collection at around 2.25pm.

    docs to prepare b4 going there (correct as of today):
    - Form printed online (double-sided) and fully filled.
    (Note: SG address, write contact number at bottom, paste 1st photo at front, 2nd photo at back upper right corner “For Office Use” column)
    - 2 photos (blue background. paste in form.)
    - MyKad IC (original + photocopy)
    - SG IC/Pass (original + photocopy)
    - Passport (original only. to be returned during collection. so make sure u remove cover, e-REP printout etc b4 submission.)
    - payment SGD$124 (subject to change)

    - birth cert not required.
    - REP not required.

    - also must prepare a non-IC card for exchange of entry pass.

    If MyKad photo is too old, the application can get rejected. Shocked! Happened to the person on next counter. Make sure your photo is not too different from your look.

    Need to bring cash $124 exact, no nets and visa there.

    Noticeboard contains sample of filled-up form and explanations in English and Chinese.

    Yeah! I am going to renew mine in the week of 7 Mar 2011. Saw a warning that 1 week before school holiday will be damn crowded….Hopefully can finish everything within a day! Stay in Punggol…it is challenging to reach there earlier!

    Today just renew my passport n same day collect as well.Just follow all the important step given by them n u will not missed out anything.For the im45 form will given to u when exchange ur pass.U can fill up later cus u will got alot of time to do so.

    Some other info I noticed are:
    - It opens on Friday too.
    - SGD124 is for 48 pages passport.
    - My last passport expiry date was 26 Oct 2011, but my new one is 04 Sep 2016. I didn’t realise until I got home. I thought it should be 26 Oct 2016?

    Some update:
    1. Form IM42 is free (no need to pay 50cents)
    2. I was finished submitting by 8.20am and got a collection slip for 2.30 – 3.30 pm. This was a Wednesday.
    3. I filled in a “REgistration of Malaysian citizens in Singapore” form as per the Malaysian Hi Com website instructions but the counter clerk did not take it. It might be because I had gotten a passport from the Hi Com in Singapore and was assumed to be already in their database.

    For those who are applying to get a passport from the Malaysian Hi Com in Singapore for the first time, it might be a requirement.

    1) Photo machine only accepts dollar notes or $1 coin. 10/20/50 cents not accepted.
    2) Do prepare exact change of $124 to pay for the passport.

    hey thanks alot for the info.
    I went today. reached at 6.35am. i was in queue no.6
    very fast. I also would like to suggest that the best day to go to avoid alot of people at high comm is actually after a long weekend holiday in singapore. cos by the time they opened the gate to let us in it was 7.40am and there was only about 30 people in line.

    and also no need to fill up form for registration of malaysian citizens in singapore.

    Hi, I need to renew my passport soon since it expires in Nov11. I have some questions to ask…

    1. Is there any limit per day for application/ renewal of passport at High Comm? Notice that most of the blogger here went early some even reached 6plus in the morning. If there is no limit since the website doesn’t put this only stated that submission frm 8-12noon. So I’m wondering if I reach there at ard 10am will it be less crowded? Since most already reach early and done with submission by 10am. I want to cut short the waiting time in between submission and collection since the area there nothing much to do.

    2. Is it possible that I can take my own photo instead of q for the kiosk at High Comm?

    3. Do I need to make a copy of my old passport?

    Got my passport renewed just today, and it was swift and easy. Experience below:
    1. I got there via cab at about 7:20am. And there was a line at the smaller side gate, there was about 30-40 people ahead of me, it wasn’t long at all, it sounds long, but it’s not. So naturally you’d just go line up immediately, thinking this is the line to get your pass. Turns out it’s not. So you need to go further down the road to the main gate and exchange your ID for a pass, then return to the side gate to enter into the main building.
    2. Although when you exchange for a pass at the main gate, the guard hands you a form for free, you can still print one at work/home and pre-fill it, just make sure it’s double sided (i.e only 1 piece of paper), saves time.
    3. Just remember that for photo taking you’ll need to get a queue number. Because of the layout, you might not see the queue number machine, and hence might be standing in line for nothing.
    4. No inappropriate clothing please. No sleeveless and short pants/skirt. T-shirt is fine, from what I observed anyway.
    5. SGD124 CASH ONLY (no nets no credit card)for 48 pages.
    6. ‘Alamat Semasa’ in form means your current address in Singapore.
    7. Indeed you can pick up your renewed passport on the same day if you submit all documents in the morning. Pick up time starts from 2:30pm, but as predicted, people arrive early to get their queue number. I arrived at about 2:20pm, got queue number 66. Got called at about 2:40pm. Arrived back at work at 3pm (tanjong pagar).

    All in all, I arrived High Comm at 7:20am, left at 8:30am after submitting all documents. I arrived 2:20pm and left at 2:45pm after picking up renewed passport.

    Happy with everything. :)

    I got my passport renew on last Fri, 24/06. Here, I want to share my experience, a pleasant one!

    I reached Msia High Com at 9.30am, there was no queue at all. I exchanged my pass and walked into the lobby. The security at the exchange pass booth are friendly and they joked with me! There is a ‘self-service’ photo kiosk at the left side when you walk in. It is not really a self-service kiosk since there is an uncle there to help you. First, I got a queue number for photo taking. Photo taking costs %7 for 4 photo. You need to pull out a small queue number sheet from the machine beside the kiosk. This uncle is friendly, when it was my turn, he told me when to insert the notes and coins. He asked me to insert $5 note and remaining $2 to insert coins. He exchange $2 coins for me. He said if we want to get a nice photo, we don’t need to show our ears just don’t cover eyebrows. He will help you press the button and close the curtain. So I just need to look at the screen and smile. I waited for about a minute for the photo to be ready. Two photo need to be pasted on the application form. One to be pasted in front at the designated area another photo to be pasted at the “keputusan” area at the back of the form. There is glue at the area where people fill in forms. If there is crowd may be good that you can bring your own glue to avoid queuing for glue. I have my form filled so I only need to paste my photo.

    After this, I proceeded to counter 11 to get my queue number for submitting form. My queue number was flashing after waiting for about 15min, submitted form, screen my thumb print (left and right thumb) and paid S$124 and all was done! I left High Com at 9.55am.

    I collected my passport on the same day at 3.25pm. Same thing, exchanged for pass and walked into the lobby. I waited awhile to check if I need to get a queue number. But the security guard walked towards me and told me to proceed to counter 7 or 8 since no queue at that point of time. I got my new passport and left the building at 3.33pm.

    My advice here is you do not have to reach there early to queue and wait for High Com to open. You can reach there any time before 12noon to hand in form and collect any time before 4pm! If you can’t collect your new passport on the same day afternoon. You can go there any day but only in the afternoon. Passport collection only in afternoon.

  47. Good info. My previous 5 years visit was a very bad experience. Missed 2 qs eventhough I came early. Then missed one at subang also. Then decided to balik Taiping to do it overnight. Hope it is really better now. I even wrote and tough letter to badawi directly. Really pissed me off and felt like throwing the passport away. I guess it works when you make noises. lol.

    Yeah, I would also like to know where to download the “Registration of Malaysian Citizens in Singapore” form. I can’t find it in the kln.gov.my website. Some say this form is not needed. ??? Confused.

    high com did not collect this form frm me when I renewed my passport in Jun. You can email to singapore@imi.gov.my
    to get the form. I did email them asking for procedure before going down to renew passport and the person in charge attached the procedure together with the form to me.

    Went with my wife to renew her passport today. We reach 8:05am and there are 25 people in front of us. The procedure more or less the same as what had mentioned above. But just want to share some info about the buses that can reach there to save some costs on taxi.

    Thanks to the rain and the school exam period, no Q during the application and collection time.

    As of today, one does not need to fill ‘Registration of Malaysian Citizen in Singapore or Pendaftaran Warganegara Malaysian di Singapore’ form in order to apply passport.

    After collecting the passport, I asked for the form, filled it on the spot (2 pages) and passed it back to the officer.

    You need a photo. I used the one same with the passport.

    Hi, I just got my would-be-expired passport submitted. Entered the main gate at 7.30am, submitted passport at 8am. Not a big crowd as I had expected earlier :)

    I even got my registration as a post-voter in the coming election done in the Consular section besides :)
    Just need to fill a form, attach a photocopied IC

    Please get your documents well-prepared before you go to the High Commission of Malaysia. So that you can process quickily even if you are behind the Q.

    when you reach there, please direct to the guardhouse to get the security pass. Before the gate is open, I was stupidly joining the Q and thought of getting security pass only when the gate is open.

    :( Mine got rejected as mykad was old. never update when 18 years old. I feel sad as MyKad takes a month to process and I will need to stay in Malaysia for a month? That’s sad!!!
